  1. The Council reviewed the following items from past meetings and took the noted action:
    1. Nigerian tuition deposit – permission was given to issue I-20’s for students who had received I-20’s before the policy was in place, but were unable to obtain a visa to come for the spring ’04 semester. The IPSO will also issue a letter stating that the deposit amount must be paid prior to enrollment, or enrollment may be denied. The Council also asked that Mike Moughalu would contact the US Embassy about this matter when he visits Nigeria this summer.
    2. Exchange proposal with Lagos University in Nigeria was approved. Mike will present this during his summer trip.
    3. Chuck reported that action had been taken on the two agreements that were noted for discontinuance – Voronezh State University in Russia and Josh Chen in Taiwan. Parties have been notified in writing.
  2. The Council reviewed materials from Rene Descartes University in Paris for an exchange proposal. The proposal was approved. Chuck will notify Dr. Nisolle and prepare an agreement form for her to present.
  3. The question was raised on where we stand on the two proposals presented earlier by Dr. Nisolle – IBMEC in Brazil and the Mexico business school proposal. More information had been requested at the time of the presentation. Chuck will follow up on this with Dr. Nisolle.
  4. Two proposals for agreements from Taiwan were presented. The Council felt that we really needed an outstanding reason to pursue another exchange in Taiwan at this time. The following actions were given as recommendations for Dr. Chen to communicate and follow up:
    1. Linghua University –Begin our relationship with a 2+2 program. An exchange could be pursued later.
    2. National Taiwan College of Business – Approval for the MBA joint program and a 2+2 undergraduate program was given.

The meeting was adjourned at 3:30 p.m..
Respectfully submitted 4/2/04
Chuck Olcese
